A display can only present up to its refresh rate in FPS. Rendering more FPS than the refresh (e.g. 300 FPS on a 144 Hz screen) does not add visible frames, but it can lower input latency because fresher frames reach the display sooner. Rendering below the refresh causes judder and stutter.
Figures are about display capability, not a benchmark of any specific GPU.
